ABUJA, Nigeria — The Federal Government has inaugurated an inter-ministerial committee to draft the 2026 VAT Modification Order, a move aimed at providing greater tax certainty for businesses and aligning Nigeria’s Value Added Tax framework with the Nigeria Tax Act 2025.
The committee, chaired by the Permanent Secretary of the Ministry of Finance, Raymond Omachi, was inaugurated in Abuja by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, who described the assignment as critical to implementing the country’s new tax reforms, which took effect on 1 January 2026.
Oyedele said the committee would review the administration of VAT, engage stakeholders and recommend updated lists of VAT-exempt and zero-rated goods and services. “This is not about reproducing an old document. It is about developing a VAT Modification Order that is clear, practical and responsive to the needs of a changing economy,” he said.
The minister said the new VAT Modification Order would provide greater certainty for businesses, investors and tax administrators while improving the ease of tax compliance. He directed the committee to submit a draft order, alongside any proposed legislative amendments, within six weeks.
“Nigerians cannot wait. Businesses need certainty. Investors need confidence. Government needs a VAT system that is easy to administer and supports growth,” Oyedele said, urging committee members to approach the assignment with diligence, objectivity and urgency.
