LAGOS, Nigeria – The Lagos State Government has announced that construction work on the $3 billion Green Line Rail Project, linking Marina to the Lekki–Epe corridor, will officially begin in December 2025.
Commissioner for Transportation, Oluwaseun Osiyemi made this known in a statement posted on the government’s official X handle on Monday, said extensive feasibility studies and stakeholder consultations had been carried out along the Lekki–Epe corridor to ensure smooth project execution.
“The government has done a lot of stakeholder engagements and feasibility studies along the Lekki–Epe Expressway Corridor because the Green Line project will commence in December,” he stated.
He explained that construction would be executed in phases over two to three years, starting with the first phase from Lekki First Tollgate to Epe, while the second phase from Marina will run partly on water.
The Green Line, spanning approximately 70 kilometres, will connect Marina to the Lekki Free Trade Zone, featuring 17 stations along elevated and at-grade sections.
The $3 billion project will be delivered through a tripartite agreement with China Harbour Engineering Company (CHEC) under a design–finance–operate model. The Federal Government has also allocated ₦146.14 billion as counterpart funding in the 2025 budget.
Designed for eight-car B-type trains capable of speeds up to 100 km/h, the system will carry an estimated 35,000 passengers per hour in each direction, easing traffic congestion and advancing the state’s integrated transportation plan.
The announcement comes amid renewed enforcement along the Lekki–Epe Expressway, where the government has cleared illegal structures to restore wetlands and right-of-way for the new rail infrastructure.
“This project represents a major step in building a smarter, greener, and more connected Lagos,” Osiyemi said.
