ABUJA, Nigeria – The Nigeria Civil Aviation Authority (NCAA) has announced a new $11.5 fee for all international passengers travelling into or out of the country, effective December 1, 2025.
The charge will support the implementation of the Advance Passenger Information System (APIS), a security technology designed to enhance border control and real-time passenger data screening.
According to the NCAA, the levy will apply across all international airlines. However, infants, diplomats, on-duty crew, and passengers diverted due to weather or technical reasons are exempted.
“With this implementation, Nigeria aligns with global standards in border security and aviation safety,” the agency said in a statement.
The new fee increases Nigeria’s total aviation security charge to $31.50 per passenger and is expected to generate approximately $46 million annually for infrastructure and data security upgrades.
The NCAA noted that APIS will enable “faster passenger clearance, improved threat detection, and better coordination between security agencies.”
