LAGOS, Nigeria – The Lagos State Government has unveiled a fully digital Electronic Physical Planning Process System (EPPPS), a platform designed to eliminate corruption, end racketeering and drastically reduce delays in land and building approval processes.
Governor Babajide Sanwo-Olu launched the system on Friday, calling it a “transformational leap in how a megacity manages development control and land administration.”
Sanwo-Olu said Lagos has grown beyond the capacity of old manual procedures, adding that the city must embrace technology to sustain modern urban governance. “The old paper-based systems can no longer keep up with the speed, scale and transparency required in a 21st-century megacity,” he said.
The new platform allows citizens, architects, developers and professionals to submit building plans, upload designs, make payments and track approval progress without visiting government offices. The governor said this would significantly cut human interference and drastically reduce opportunities for corruption.
According to him, the initiative aligns with the T.H.E.M.E.S+ Agenda, strengthening transparency, service delivery and public trust. He emphasised that the system will also enhance environmental monitoring, improve data-driven planning and support sustainable urban expansion.
Special Adviser on e-GIS and Urban Development, Dr Olajide Babatunde, said the platform is designed to be “tamper-proof” and will plug revenue leakages that have plagued manual systems for years. “This is the future of Lagos. Processing time will drop sharply, and the system provides real-time, incorruptible information,” he said.
The rollout represents a major advancement in Lagos’ long-term pursuit of efficient, transparent and technology-driven land administration.
