Abuja, Nigeria – The Federal Government rolls out new Standard Operating Procedures (SOPs) to strengthen and standardise the maintenance of public assets across Ministries, Departments and Agencies (MDAs).
The initiative, announced on Sunday, is implemented through the Federal Ministry of Housing and Urban Development, under its Department of Federal Public Assets Maintenance (FPAM).
The government says the framework aims to curb the rapid deterioration of public infrastructure, enforce accountability and establish a uniform maintenance culture across the federal public service.
As part of implementation, the ministry begins direct engagements with MDAs, distributing compliance forms and a comprehensive maintenance manual to guide documentation, reporting and adherence to approved standards.
FPAM, established under Presidential Executive Order No. 11 of 2022, holds statutory responsibility for coordinating and regulating maintenance functions across all federal institutions.
Speaking on the rollout, FPAM Director Chioma Wogu-Ogbonna says the SOPs institutionalise proactive maintenance practices and ensure value for money.
“These procedures move maintenance from a reactive culture to a planned, measurable and sustainable system,” she says. “They ensure public assets deliver their full economic and social value.”
The Permanent Secretary, Shuaib Belgore, urges MDAs to align fully with the framework, stressing that proper asset management directly improves service delivery and fiscal efficiency.
The ministry notes that the SOPs will extend the lifespan of government assets, reduce wasteful spending and support long-term national development goals.
Officials add that compliance monitoring will follow to ensure MDAs adhere strictly to the new maintenance standards.
