ABUJA, Nigeria – The Nigerian Bar Association (NBA) threatens to initiate committal proceedings against the Inspector-General of Police, Kayode Egbetokun, and the Force Public Relations Officer, CSP Benjamin Hundeyin, over the planned resumption of the motor vehicle tinted glass permit policy.
In a strongly worded statement issued on Tuesday, NBA President Afam Osigwe says the association will proceed with contempt action if the police leadership fails to halt enforcement scheduled to resume on January 2, 2026.
The NBA describes the move as “a grave affront to the majesty of the court” and an outright subversion of the rule of law, insisting that the matter is already before the Federal High Court in Abuja. “Should the Inspector General of Police fail or refuse to heed this lawful admonition, the Nigerian Bar Association will commence committal proceedings against the Inspector General of Police, Kayode Egbetokun, and the Force Public Relations Officer, CSP Benjamin Hundeyin, until they purge themselves of contempt,” Osigwe states.
The association recalls that it instituted a suit in September 2025—Suit No: FHC/ABJ/CS/1821/2025—challenging the legality of the tinted glass permit policy, which it says is rooted in the Motor Tinted Glass (Prohibition) Act of 1991, a military-era law.
According to the NBA, the policy is unconstitutional, extortionate and beyond the legislative competence of the National Assembly, warning that enforcement will fuel harassment and rights abuses. “The enforcement of the unlawful policy will initiate disorder and extortion, given the Nigeria Police’s long and sordid history of extortion, bribery, harassment and extra-judicial killings,” the statement adds.
The association urges President Bola Tinubu to intervene, warning that resuming the policy will impose unjustified financial hardship on Nigerians.
