ABUJA, Nigeria – UN Women and the National Council on Climate Change (NCCC) have unveiled Nigeria’s Nationally Determined Contribution (NDC) Gender Integration Toolkit and Strategy to promote gender equality in climate policy and governance.
Speaking in Abuja, yesterday, UN Women Country Representative to Nigeria and ECOWAS, Ms. Beatrice Eyong, described the initiative as “a milestone in aligning Nigeria’s climate action with gender-responsive development.”
“Gender equality is not an afterthought but the backbone of resilience and innovation,” she said. “We cannot achieve our climate targets without women at the centre of action and decision-making.”
The Director-General of the NCCC, Dr Salisu Dahiru, noted that the toolkit signalled a shift from commitment to institutionalisation, saying, “We must move beyond promises to measurable, gender-responsive actions across all sectors.”
The project includes a Trainer-of-Trainers (ToT) model and a monitoring and evaluation framework to guide implementation. It also introduces eight sectoral guides and a cross-sectoral toolkit for tracking gender and climate outcomes in areas such as energy, agriculture, water, and health.
Mrs. Grace Obi-Ukpabi from the Ministry of Budget and Economic Planning said the toolkit would strengthen national planning and budgeting for climate programmes.
