Abuja, Nigeria – The Federal Capital Territory Administration (FCTA) records a major milestone in healthcare access, enrolling 69,512 residents into its health insurance scheme in 2025—nearly three times its ministerial target under President Bola Tinubu’s Renewed Hope Agenda.
Officials confirm that the enrollment figure includes over 33,000 vulnerable residents, far exceeding the initial annual target of 25,000 beneficiaries.
Speaking on Friday at a medical outreach event marking Universal Health Coverage (UHC) Day in Abuja, Babagana Adam, Permanent Secretary of the Health Services and Environment Secretariat, attributes the achievement to strategic partnerships, particularly with the National Identity Management Commission (NIMC).
“Every beneficiary enrolled possesses a valid National Identification Number, ensuring transparency and accountability,” Adam says, adding that the scheme has surpassed its yearly projection by more than 8,000 individuals, reaching 64% of its overall enrolment goal.
“Our goal is clear: to build a resilient health system that delivers quality care to everyone, everywhere, every time,” he states, linking the initiative to this year’s global UHC theme.
Adam commends Salamatu Belgore, Acting Director of the FCT Health Insurance Scheme, and frontline health workers, describing them as “the backbone of the FCT health system.”
He stresses that the administration views healthcare as a fundamental right, aligning its policies with UN Sustainable Development Goal 3.8 on universal health coverage.
Belgore says success comes from taking health insurance awareness beyond offices into communities.
“Health insurance is not a luxury; it is a shield against financial shock,” she says, citing a sensitisation walk held earlier in local markets.
She announces plans for town hall meetings across all six area councils to further drive enrollment.
