ABUJA, Nigeria – The Head of the Civil Service of the Federation (HOCSF), Didi Walson-Jack, has called on Ministries, Departments and Agencies (MDAs) to fast-track their adoption of the 1Government Cloud Enterprise Content Management System (1Gov ECMS), describing it as central to the Federal Government’s goal of building a fully digital and transparent civil service.
Speaking on Tuesday at the Go-Live ceremony marking the transition from the Laserfiche document management platform to the 1Gov ECMS in Abuja, Walson-Jack said the migration fulfills a core commitment outlined in the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025.
“We pledged to build a digital civil service, and today marks a major milestone toward that goal,” she said. “Ministries that have not begun implementation should key into this platform immediately.”
She confirmed that the Office of the Head of the Civil Service of the Federation has already gone live on the new platform, adding that the system will streamline workflow, enhance accountability, and promote efficiency across government operations.
Walson-Jack explained that while some MDAs currently run alternate content management systems, full migration to the unified 1Gov ECMS will be completed by 2026.
The shift from Laserfiche, she noted, is both strategic and operational. Whereas Laserfiche operates on a proprietary foreign framework, the new platform is hosted on Galaxy Backbone Limited, a government-owned national digital infrastructure provider.
“The Galaxy Backbone 1Government Cloud Framework is designed to break down institutional silos,” she said. “It supports e-signatures, works across Android and iOS, and integrates with the government performance management system.”
