Staff Welfare as Cornerstone

The Medical Director of the Federal Neuro-Psychiatric Hospital (FNPHY), Yaba, Dr. Olugbenga Owoeye, has restated the hospital’s unwavering commitment to staff welfare, calling it crucial for retaining health workers and sustaining excellence.

Speaking at the opening of the 9th Structural Training Programme for Senior Staff Promotion 2025, themed “Staff Welfare: A Shared Responsibility between the Union and Management,” Owoeye said, “This training is a deliberate effort to support our staff. When workers are promoted as and when due, they feel recognized and valued. At FNPHY Yaba, we place a premium on staff welfare.”

Owoeye outlined several milestones achieved under his leadership, including converting over 250 ad-hoc staff to full-time, creating new directorate positions, implementing the Pharmacist Consultancy Cadre, and providing financial support during emergencies.

He noted that these efforts align with his 3-P Framework: People, Policy, and Process, with people as the top priority.

“We have designed people-oriented policies that are inclusive, fair, and transparent. Our staff are our greatest asset,” he said, urging other public institutions to give remaining health professionals the support they deserve.

Trade union leaders at the event lauded the hospital’s consistent focus on staff welfare. Mr. Gbenga Ekundayo, Lagos TUC Chairman, represented by Mr. Kehinde Adegoke, remarked, “To fail to prepare is to prepare to fail. I am pleased to see this partnership between management and the union.”

Mr. Chris Ugwu of the NUAHP FNPHY chapter emphasized that the pharmacist consultant cadre is in line with federal directives, saying, “Pharmacy consultancy has come to stay.”

Senior Staff Association Chairman

Comrade Omoniyi Olalekan praised Dr. Owoeye for reviving the training despite funding setbacks: “This training is not just exam prep—it’s a welfare initiative. Staff feel fulfilled when promoted based on merit.” The two-day programme continues with sessions to equip senior staff for their promotion exams.
