The Secretary General of the United Nations, Antonio Guterres, has voiced deep concern over the alarming rise in violations of international humanitarian law witnessed across the globe.

Lamenting that no one is safe, he emphasised the paramount importance of protecting civilians, while condemning the torture, killing, injuring and kidnapping of innocent individuals. He also stressed that these acts can never be justified.

In a video posted on his X handle (formerly Twitter), the Secretary-General left no room for ambiguity, stating unequivocally that no party involved in armed conflicts can consider themselves above international humanitarian law. Such law, he emphasised, provides a framework essential for ensuring the safety and security of civilians, who too often bear the brunt of warfare.

He said: “I am deeply concerned about clear violations of international humanitarian law that we are witnessing. Let me be clear, no party to an armed conflict is above international humanitarian law.”

The Secretary General’s remarks in a press conference held in New York on Monday, November 6, come in response to the recent surge in atrocities committed against non-combatants in the Israel/Hamas war.

He expressed deep sorrow and lamented the loss of countless innocent lives caught in the crossfire, saying inhumane acts of torture have inflicted immense suffering on individuals who deserve protection under all circumstances.

Guterres called on all nations and parties involved in armed conflicts to prioritise the protection of civilians. Urging rapid and resolute action, he implored governments, armed groups, and international organisations to fulfil their obligations under international humanitarian law.
